Layer 2. Open Intelligence Web

The Open Intelligence Web (OIW) is the coordination and ecosystem layer of the AI Holarchy architecture for emergent general intelligence. While the Internet of Intelligence provides the infrastructure that allows intelligent systems to connect and operate, scale across distributed environments, the Open Intelligence Web provides the collaborative environment where these intelligences interact, exchange knowledge, coordinate tasks, and produce useful outcomes together.

In this layer, intelligent actors do not simply exist just as isolated computational services. Instead, they participate within a living ecosystem of interacting intelligences, where capabilities can be discovered, combined, negotiated, and orchestrated to solve complex problems.

Where the Internet of Intelligence focuses on connectivity and operational infrastructure, the Open Intelligence Web focuses on interaction, collaboration, and coordination between intelligent actors.
